At UNC Pembroke, all traffic and parking rules are enforced to ensure a safe and orderly campus for everyone. Whether you're a student, visitor or employee, you're expected to follow university parking regulations at all times.

General Parking Guidelines

UNC Pembroke enforces campus parking rules in accordance with state traffic laws. University Police monitor and enforce these regulations 24/7. Anyone who owns or operates a vehicle on campus is responsible for knowing and following these rules—including students, faculty, staff and visitors. If you loan your vehicle to someone else and they receive a ticket, you are still responsible for the citation.

Parking is only allowed in designated areas marked by signage and painted lines. Each parking area on campus is assigned by zone and requires the proper permit during enforcement hours (Monday–Friday, 8 a.m.–5 p.m.). You can find detailed parking zones and maps by clicking Where Can I Park?

Except as otherwise provided by ordinances adopted by UNC Pembroke’s Board of Trustees, all of the provisions relating to the use of highways of the State and the operation of motor vehicles thereon shall be applicable to all streets, alleys, driveways and parking lots on property that is owned or leased in whole or in part by the State of North Carolina, and which includes the campus of UNC Pembroke.

Ordinances relating to pedestrians and vehicular traffic and parking on the campus of UNC Pembroke have been adopted and approved by the Board of Trustees and are enforced by the University Police 24 hours a day, seven days a week.

All persons, including students, visitors,  faculty and staff who operate, own or drive a motor vehicle on the campus of UNC Pembroke are subject to these ordinances. YOU ARE RESPONSIBLE FOR YOUR VEHICLE. IF YOU LOAN YOUR VEHICLE TO ANYONE AND THEY RECEIVE A CAMPUS CITATION YOU ARE RESPONSIBLE FOR THE CITATION.

University parking areas will be zoned, reserved or restricted, (refer to the map for the designation of specified areas). Parking is prohibited on campus except in lots, streets and areas indicated in the Ordinances. “Legal parking at all times is restricted to the spaces as they are marked for parking.”

  • It is unlawful at any time to occupy portions of more than one space when such is defined by painted lines or to park in any portion of the area not clearly designated parking.
  • It shall be unlawful to park a vehicle in a lot that is not designated for use by the appropriate permit.
  • It shall be unlawful to park any vehicle in any manner that blocks a dumpster from being reached by university personnel.
  • It shall be unlawful to cause any vehicle to block a driveway, handicap access or a roadway on the campus.

Violators will be issued citations. Vehicles parked illegally; such as blocking roadways, dumpsters, driveways or accessible entrances; may be ticketed or immobilized. Assigned parking is enforced Monday-Friday 8 a.m.-5 p.m.

The words and phrases defined in this section have the meaning indicated when used in this Ordinance unless the context clearly requires another meaning:

“Bicycle” shall mean every device propelled by human power upon which any person may ride, and supported by either two tandem or three wheels, one of which is sixteen inches or more in diameter.

“Abandoned bicycles” are those which have not been moved from the same location for a period of two weeks or longer.

“Booting” shall mean to immobilize a vehicle through the use of a device designed to be attached to the rear tire / wheel that renders the vehicle inoperable.

“Chancellor” shall mean the Chancellor of the university or his/her delegate.

“Employee” shall mean all full-time and part-time employees who hold permanent, probationary, trainee, temporary, time-limited or intermittent appointments with the university.

“Moped/Motorbike” shall mean every two-wheeled vehicle that is self-propelled by means of a motor and that is not licensed by the State of North Carolina and is capable of carrying passenger(s)

“Motor vehicle” shall mean every licensed vehicle that is self-propelled and every vehicle designed to run upon the highway that is pulled by a self-propelled vehicle. This includes automobiles, trucks, motorcycles and any other licensed motor-powered, passenger-carrying device.

“Park” shall mean to leave a motor vehicle unattended by any person authorized to, or capable of, moving it immediately upon the direction of a law or traffic enforcement officer. Notes in vehicles, activated hazard lights, or a running engine do not render the vehicle “attended.”

“Parking Coordinator” shall mean a department-assigned staff member who acts as a liaison with the University Police and Public Safety Department.

“Parking Permit” shall mean any identification assigned by the University Police and Public Safety Department.

“State-owned Non-Service Vehicles” shall mean vehicles owned by the State of North Carolina and used by University departments for the purposes of inter-campus travel (i.e., attending meetings, processing paperwork, etc.) and off-campus destination travel, but not used to provide special services as part of an individual’s ongoing work responsibilities as defined under State-owned Service Vehicles.

“State-owned Service Vehicles” are vehicles owned by the State of North Carolina that are used by campus departments to perform clearly define special services (e.g., mail services, repair/maintenance services, police services, security services, grounds services, computer support services, etc.) as part of their ongoing work responsibilities for the University.

“State-owned Vehicles” shall mean all vehicles, service and non-service, owned by the State of North Carolina.

“Student” includes any person who is currently enrolled at the University.

 “Visitor” shall mean any individual other than a student or employee of the University.

Parking Registration

All students, faculty and staff who plan to park or ride on campus must register their motor vehicles and bicycles with UNC Pembroke each academic year. Registration ensures you receive the correct permit for your designated parking zone and helps maintain a safe, organized campus environment. Avoid citations by completing your registration before bringing your vehicle or bike to campus.

Motor vehicles, including two-wheeled motor vehicles, driven or parked on campus by students, faculty and staff must be registered and display a current UNC Pembroke official parking permit. Fees for permits are:

  • Students who own or keep a motor vehicle on campus must register the vehicle in his or her name at Campus Police/Traffic Office.
  • Vehicle Registration fees are non-refundable.
  • Graduate assistants are not allowed to purchase faculty/staff permits.
  • Faculty/Staff may participate in the Parking Deduction Enrollment.
  • Resident students must park in assigned residential lots. Faculty/Staff and Commuters may park in their respective assigned areas. Violators will be issued citations. Assigned parking is enforced daily from 7:30 a.m. thru 5 p.m. Monday–Friday.

UNCP has transitioned to a license plate recognition system. Physical hangtags are no longer required—your license plate now serves as your official parking permit.

When registering for a parking permit, it is essential to enter the correct license plate number. This information is used to identify vehicles and ensure parking compliance across campus.

To ensure plates are visible for enforcement, all vehicles must be parked nose-in (front-first) in campus lots. Do not back into parking spaces unless you use a designated electric vehicle charging station, as EVs at EV stations are exempt.

Vehicles that do not comply may be subject to citation.

Appeals Process

A Traffic Appeals Board is appointed each year by the Chancellor. The board has the authority to review violations to determine whether or not a violation has been properly established. The board has the authority to void or reduce any citation when a violation of the Campus Traffic Regulations is not shown, but does not act as a substitution for public authority when it applies.

If a person believes his/her vehicle has been unjustly ticketed, he/she may file an appeal by completing an “appeal form.” Appeal forms may be obtained from the University Police/ Traffic Office.

If no appeal is filed within three (3) days of issuance of the citation, it is conclusively presumed that the assessment is in order.

The Traffic Appeals Board will not consider appeals based upon: lack of space, ignorance of regulations or inclement weather. Once a ticket has been assessed by the Traffic Appeals Board, its decision is final.
