University Committees

This category includes all committees whose purpose is to either render a judgment or hear an appeal to an administrative action. They are not considered to be a part of the campus governance system. The membership and operating guidelines are typically established in policy prescribed by the UNC's Policy Manual and/or Code, the Board of Governors, the Board of Trustees, or the chancellor.

 

Administrative Review and Appeals Committees

Students receiving grants, loans, or work study must maintain satisfactory academic progress, as defined by U.S. Department of Education, in order to continue receiving financial aid. Students with a cumulative GPA below 2.0 are placed on either academic probation or suspension, making them ineligible for financial aid. This committee hears appeals of students who have been placed on academic probation or suspension.

The CHB rules on admissibility of information, motions, and objections to procedures; sets forth finding of facts; renders a written decision as to the accused student’s responsibility or non-responsibiilty for the charges; determines the penalty, if any; and provides the vice chancellor for Student Affairs with a copy of the decision. The Faculty Grievance Committee hears grievances of members of the faculty, facilitates voluntary adjustment, and advises the faculty member on adjustment when appropriate. Grievances refer to a faculty member's employment (except in matters related to suspension, discharge, or termination) and/or relationships within the institution. The committee advises the chancellor only after the department head, dean, or other official most directly empowered does not act on the committee's advisement in a reasonable amount of time. This committee is called for in the UNC Policy Manual Chapter 100.1 The Code, Section 607.

Nota bene: The Faculty Grievance Committee is separate from the Faculty Hearing Committee, which is an ad hoc committee that addresses matters related to suspension, discharge, or termination of a specific faculty member.

The purpose of TSRAC is to review appeals submitted by students who incurred a tuition surcharge or students who disagree with a refund decision.  According to policy, students appealing the surcharge have 30 days after receiving the bill to formally appeal.  The committee reviews appeals according the Tuition Surcharge Guidelines (1000.1.5[G]) and makes a decision by unanimous vote to waive the fees incurred.

Students appealing a refund decision must file the written appeal with the appropriate office or committee to request a refund appeal. To receive any refund for a withdrawal, the student must follow the official withdrawal process of the university. The university's refund schedule for students officially withdrawing or dropping to part-time status is as follows:

Students withdrawing after fifty percent of the semester or term has expired will not be considered for a refund, regardless of the reasons(s) necessitating the withdrawal.
Requests for refunds submitted later than one year after the end of the semester or term for which the refund request is made will not be considered, regardless of reason(s).
The committee reviews appeals according the Refund Regulation and makes a decision by unanimous vote to waive the fees incurred.

This committee meets formally to identify aims, goals, and implementation strategies to encourage healthy behaviors at the workplace, advocates for policy change, and creates health-friendly work environments. The wellness representative (committee chair) recruits and maintains a wellness committee members and works with management to ensure that the committee meets regularly to plan and implement a workplace wellness program. This committee is required by the North Carolina Office of Human Resources Worksite Wellness Policy.

The Honorary Degree Committee initiates the candidate evaluation form for each candidate for an honorary degree and recommends their selection(s) to the Faculty Senate. If approved by the senate, the recommendation is advanced to the provost for review. If the provost approves the recommendation, she or he forwards the evaluation materials to the chancellor. After the chancellor's review and approval, the recommendation is presented by the chancellor to the Board of Trustees. The IACUC ensures that UNCP is in compliance with the Public Health Policy on Human Care and use of Laboratory Animals. The IACUC reviews and approves protocols for individuals at UNCP who are using vertebrate animals in teaching and research. It also conducts inspections of facilities to ensure that animals are treated humanely and safely and that work environments remain safe for personnel involved in animal care and use. The federal Animal Welfare Act (9 CFR Ch. 1 Subpart C 2.31 (c) (1-8)) requires universities to have an IACUC; UNCP's IACUC follows the protocols of the Public Health Service Policy on Humane Care and Use of Laboratory Animals (Section IV.B. (1-8)).

The Student Police Advisory Board enhances communication and collaboration between the Police Department and the student community that it serves, in order to promote effective and responsive Police Services that reflects the university community’s mission, vision, values and priorities.

The purpose of the Committee is to provide a forum to exchange safety and security related ideas and discuss student safety issues impacting UNCP, with the ultimate goal of presenting recommendations to university leadership for improvement in these areas. The Committee acts in a proactive and problem-solving manner. The UNCP Police Department is entrusted with the responsibility of serving the campus community with skillful, dedicated, equitable and compassionate constitutional policing and public safety services. The Committee is an avenue to help UNCP Police understand student community members’ experiences, needs, and perspectives.

The University Athletics Committee, appointed by the chancellor, is required by the National Collegiate Athletic Association. The committee reports directly to the chancellor and monitors athletic schedules, budgets, facilities, and travel of athletic teams. It also oversees the academics, admissions, and financial aid policies pertaining to student athletes and can advise the chancellor these matters. This committee exists pursuant to NCAA Bylaws 6.1.2 and 6.1.2.1.

The CARE Team is a subgroup of the Emergency Health and Safety Committee.  This group coordinates university resources to assist students who are at risk academically, or who exhibit maladaptive behavior or signs of emotional distress; they identify students who have either experienced personal loss or failures while enrolled or who may be a danger to themselves or others within the UNCP community, and develop intervention plans for each individual student based on the problems and concerns identified.

During an emergency incident or disaster, all university operations will be coordinated through the university’s emergency operations center. The Quality Enhancement Plan Committee is composed of representatives of diverse academic departments. The committee is charged with assisting in the implementation, administration, and assessment of the QEP. It works to identify and develop writing intensive courses and to design and implement faculty development activities. It oversees the implementation of other QEP initiatives related to writing tutors and online tutoring. It disseminates information about the QEP to the campus community and provides feedback concerning the implementation of the QEP. It assists in securing approval of writing intensive courses through the university curriculum development and revision process.  The committee reviews and progress made toward the achievement of the goals of the QEP and resolves issues of concern relating to the implementation of the QEP.

The Task Force on Teaching Excellence is an advisory body to the Teaching & Learning Center. The membership of the Task Force is established by invitation of the director of the Teaching & Learning Center on the basis of established excellence in teaching representative of the university's schools, colleges, and library. The provost and vice chancellor for Academic Affairs has supervisory authority over the Teaching & Learning Center, delegated to the associate provost, and, as such, approves the membership of the committee. The membership of the Task Force shall consist of two faculty members from each of the division of the General Faculty, a faculty representative of the Library, and the associate provost. Except for the associate provost, who serves ex-officio, members shall serve three-year staggered terms. The terms may be renewed.
